President Obama unveils 2014 budget proposal.
President Obama released his fiscal year 2014 budget request today, calling for increased infrastructure investment including $40 billion for a 'Fix-it-First' program and $10 billion "to help spur State and local innovation in infrastructure development." The president is repeating his call for establishment of a National Infrastructure Bank and funding for new high-speed rail corridors and the Next Generation Air Transportation System. The plan would fund surface transportation programs at MAP-21 levels. As with previous proposals, the president is seeking to offset new expenditures through savings from ramping down overseas military operations. Illinois Center for Transportation at the University of Illinois has released a report that discusses how state departments of transportation can document and monitor the reliability performance of their highway networks by using a computer tool called the Travel Reliability Inventory for Chicago.

The University of Michigan Transportation Research Institute has released a report that discusses the Multipath Broadcast Projectís Safe Green Passage traffic signal application for providing speed guidance to an approaching driver passing through an upcoming traffic signal.
Online Traffic Simulation Service for Highway Incident Management
TRBís second Strategic Highway Research Program (SHRP 2) Innovations Deserving Exploratory Analysis (IDEA) Final Report for SHRP 2 Reliability IDEA Project L-15C: Online Traffic Simulation Service for Highway Incident Management describes Relteq Harmony, a decision support system that transportation network operators may use to help determine possible responses to traffic events. The system is designed to help in the evaluation of operational strategies including improved traffic signal timing, freeway ramp metering, variable speed limits, flexible lane assignments, and alternative routing.
